Flex generates swf files that are itself web applications. Any application you create as swf file can be embed in HTML page and used as online application.

Another technology is ADOBE AIR which create AIR files that can be used on desktop also . They can also be created using Flex.

I have not seen any flash library capable of creating swf byte code to send to server to save swf files.

The most common method used to do this is creating the mxml file of the requirements and send it to server where a webservice can receive the mxml and creates swf file using flex SDK compiler.

How ever there are some third party tools also available that can accept xml and generate the swf files , to my knowledge all are payable. So if you want to go free then the best option left is using flex sdk.

MXML is powerful enough to perform most of the functions. You can add image or text very easily using flex. Complex functionality may require you to write actionscript code .

I have done similar projects which required drawings by user as xml out put and then recreating images. Say used added text , we note the text , font size and x,y position and then recreate it with these parameters . Similarly you can create a text tag in mxml with these parameters. and generate the swf file.

flex sdk create flex framework based swf files, which are single frame files only. So using flex sdk you cannot create swf files that can be multiple frame animation kind of files. Creating swf files from scratch is not an easy task. You should search some SDK which can take some some xml kind of information and generate swf files.
