Title: Draw your Own Adventure Game

I was planning on making a "draw your own adventure" game in Flash. For example, in this game you would be told to draw an enemy (his arms, legs, body, etc...) and then while you're playing you would encounter the enemy fully animated (walking and attacking).

My question is, how would I go about programming something like that from scratch?

your character should be already created using the body parts and you can load the drawings of body parts created by users into the body parts of your character.

Thank you. Although I'm not sure how to do that. Could you explain a little more?

Like, what kind of coding would be necessary?
