the best solution will be to use pDF to SWF convertor from swftools.com. Its free tool. I used this for my flash application. It Can be launched on server through command line and uploaded files can be converted on server using command line. for more information see this

thanks for the replay.. i used swf tools only for converting pdf to swf its work very well in my local through command execution(windows). while i upload it in live server(linux server), means it didnot convert the file can you please send me the execution commands for linux server ? please help me...........

I use Windows and one of my favorite applications to convert PDF to Flash is 4Videosoft PDF to Flash Converter which supports batch operations and has a high speed conversion engine.
