Title: Where to start Flash based game programming?
I want to develop some web based games in flash. Where to I start?
What are the Softwares I need?
Where can I get the sample code for that?
Does Cocos2D work for Flash or Is there someother like Cocos2D?

Cocos2D does not work with flash. Flash already contain a lot of classes and functionality required for gaming. You only require flash development environment for that. You can download trial from adobe.com or purchase it.
There are a lot of tutorials available on web that teach gaming in flash. But it would be better to know some basic actionscripting and flash to start with.
