Title: Building iPhone apps

Is there a way to publish or test an app on your iPhone if you do not have a p12 certificate and you are not an Apple developer? It seems daft that you need to be an Apple developer even when you cannot submit to the App Store! Would it help if your iPhone/iPod touch was jailbroken?
