gourav conversion of pdf to swf requires some complex functionality which cannot be accomplished using swf and i have not seen any such application in adobe air as well. Well in most of the cases the pdf is uploaded to server and converted there using server side API or EXE application there.

It should be possible to do this in adobe air. But the problem is that you have to write the Pdf parser yourself. in other languages its provided by either by adobe or by some expert. Other languages have many libraries availabe But air is new. I had no luck in finding such application.

I did convert PDF to SWF with Illustrator CS3. I can import individual PDF pages and export them to SWF, with control over Flash Player version, image resolution and a few other variables.
Besides i can give you a really good solution that worked for me.
